Fire escape hatches can provide a vital means of escape from basements, vaults and lightwells where conventional fire exits or emergency exits are impractical. The correct solution depends on the building, its occupants and the approved fire safety strategy.

This guide explains UK fire escape regulations, building regulations, Approved Document B, fire exits and maintenance. It is general guidance only. Project compliance must be confirmed by competent designers and the relevant building control body.

What is a fire escape hatch?

A fire escape hatch is an operable opening that allows occupants to evacuate from a basement or below-ground space. In a typical Luxcrete application, it is installed at pavement or external ground level.

The fire escape route should lead directly to open air and a safe place. The hatch may also provide firefighter access where this forms part of the approved fire safety design.

A fire escape hatch differs from a smoke outlet panel. A smoke panel releases smoke and hot gases, often by being broken out, and is not automatically suitable for occupant escape.

How does a hatch fit into the escape route?

A hatch does not operate alone. The complete escape route may include a room exit, protected corridors, fire doors, stairs, landings, emergency lighting and directional signs.

Every component must remain usable. A suitable hatch cannot correct a narrow stair, locked door, obstructed corridor or external discharge point exposed to traffic, flames or smoke.

The fire safety strategy should identify the users, opening method and onward escape route. It should also state whether the hatch is one of several fire escapes or a restricted workplace route.

Core fire escape regulations and building regulations

No single law covers every fire escape hatch. New work in England is principally governed by the Building Regulations 2010, supported by Approved Document B for fire safety.

Approved Document B gives practical guidance on meeting the functional building regulations. Alternative solutions under the building regulations may be possible, but they need evidence and building control acceptance.

For applicable occupied premises, the Regulatory Reform (Fire Safety) Order 2005 places duties on the responsible person. These include assessing fire risk and providing suitable fire safety measures, fire exits and escape routes.

UK fire escape regulations also interact with structural design, accessibility, workplace fire safety, planning and highways requirements. These duties should be coordinated rather than treated as separate product checks.

England, Wales, Scotland and Northern Ireland

UK fire escape regulations vary by jurisdiction. England uses Approved Document B to support its building regulations, while Wales publishes its own Approved Document B and amendments.

Scotland uses the Building Standards Technical Handbooks. Northern Ireland uses Technical Booklet E and its own Northern Ireland building control process for fire safety.

A specification prepared for England should not automatically be used in Scotland or Northern Ireland. The project team must identify the applicable regulations, standards and approval route.

For projects in Wales, Scotland or Northern Ireland, we manufacture to the designer’s stated performance and dimensions under the applicable building regulations. Interpretation of Approved Document guidance in Northern Ireland remains with the project team and Northern Ireland approving authority.

What are the rules for fire escape in the UK?

The detailed UK fire escape regulations depend on building use, occupancy, layout and fire safety risk. The objective is a suitable escape route to safety before fire, heat or smoke makes it unusable.

Fire escapes should be identifiable and available whenever business premises are occupied. Fire exits and emergency exits must not be locked in a way that prevents immediate use.

Fire safety requires suitable route capacity, protection and travel distance. It should be visible, clearly signed, well lit and free from obstructions.

Fire doors and other fire exits should be correctly specified, installed and maintained. They should not be wedged open where this undermines the approved fire safety arrangements.

How many fire exits are required?

There is no universal answer to how many fire exits a building needs. Approved Document B considers occupancy, exit capacity, travel distance, risk, use and route independence.

Some small, low-risk rooms may use a single direction of escape within defined limits. Larger or higher-risk business premises commonly need alternative fire escapes so one fire cannot block every escape route.

The designer should calculate whether there are enough fire exits. Where an exit must be discounted, the remaining fire exits still need adequate capacity.

Adding fire escapes does not automatically provide enough fire exits. The stair, clear opening, direction of travel and final fire exit must be suitable before it counts as an escape route.

What is the 11 metre rule?

The ‘11 metre rule’ is not a general rule for hatch dimensions. It does not mean that every building above 11 metres needs pavement-level fire escapes.

In English guidance, 11 metres triggers certain additional fire safety measures for residential buildings. Approved Document B includes sprinkler recommendations for blocks of flats with a top storey more than 11 metres above ground.

A building at this height still needs a full fire safety assessment of fire exits, protected fire escapes, evacuation, firefighting access and compartmentation under Approved Document B. Height alone does not determine whether a hatch is acceptable.

What is the minimum opening for a fire escape?

The minimum opening under Approved Document B depends on the escape type. For an emergency escape window in a dwelling, Approved Document B commonly refers to at least 0.33m² of unobstructed openable area, with no dimension below 450mm.

The bottom of that openable area should generally be no more than 1100mm above floor level. These figures apply to escape windows in specified dwelling situations.

They should not be copied automatically to a basement hatch, final exit door or pavement opening. A hatch needs a project-specific clear opening based on the fire safety strategy, escape route and occupants.

The overall cover size is not the usable opening. Frames and leaves reduce the clear area, so the required dimensions should be agreed before the structural opening is finalised.

Do fire escapes need to be enclosed?

Some internal fire escapes need fire-resisting enclosure so the route remains tenable. Approved Document B describes protected stairs, protected corridors, lobbies and compartment construction.

External fire escapes may not need the same enclosure, but nearby windows, unprotected openings, combustible materials, flames and smoke can affect their position and protection.

A pavement hatch is not automatically an enclosed fire escape. Its fire resistance depends on whether it forms part of a fire-resisting floor, roof, compartment or protected escape route.

Under Approved Document B, the architect and fire engineer should define the performance. The hatch, seals, supporting structure and installation details must then be coordinated with the approved design.

Fire escape regulations: design and performance requirements

A hatch should support safe evacuation without weakening the surrounding construction. The specification should cover operation, clear opening, structural loading, fire resistance, security, durability and maintenance.

The hatch should be readily openable from the escape side without a key or specialist tool. Security must not leave fire exits locked against occupants while the area is in use.

Fire exits normally open in the direction of escape where occupancy and risk require it. A pavement hatch opens upwards, so hinges, gas struts and stays must provide controlled movement.

Doors earlier in the route may use push bars or push pads. Push bars, locks and access controls should suit the occupants and must remain compatible with emergency operation.

Fire resistance, materials and structural loading

Where the hatch forms part of a fire-resisting floor or roof, the designer should state the required performance. A generic 30-minute or 60-minute assumption is not enough.

Fire rated doors, other fire doors, frames, closers and smoke seals should be treated as complete systems. Similar care applies where fire resistant materials form part of the hatch installation.

The route should not be compromised by combustible materials or flammable materials. The design should consider flame spread, heat and smoke in relation to occupants and nearby fire escapes.

At pavement level, the cover and steel frame must resist the specified loads. Reinforced concrete, fixings, hinges and gas struts also need durability against moisture, dirt, salts and impact.

The closed cover should be slip-resistant and level. When open, the hatch must not create an uncontrolled fall hazard for pedestrians.

Planning the complete fire escape route

A compliant fire escape route begins before the hatch. It may pass through rooms, corridors, fire doors and stairs before occupants reach the final opening.

Travel distance is not one universal figure. Approved Document B gives different limits according to building use, risk and whether escape is possible in one or more directions.

Final fire exits should lead directly to a safe place where people can move away from the building. The hatch should not open into traffic, a locked enclosure or smoke from another opening.

Fire escapes should suit all intended occupants. A ladder or steep stair is unlikely to be an acceptable sole escape route for the public or anyone unable to climb independently.

Where fire escapes are intended only for trained employees, that restriction should be recorded. Changes in business use or staffing may require a new fire safety review.

Accessibility, signs and emergency lighting

Fire safety planning should include disabled occupants. Depending on the building, protection may include level fire exits, refuges, evacuation lifts, evacuation chairs or assisted-escape procedures.

Approved Document M covers access to buildings, but it does not replace the fire safety assessment required alongside Approved Document B. Both should be coordinated.

Escape routes and fire exits should be visible and easy to follow. Signs should show the correct direction, including at changes of level and direction.

Emergency lighting should keep the route usable when normal lighting fails. Instructions at the hatch should be clear and should not delay evacuation.

Keeping fire exits and escape routes clear

Fire exits, fire escapes and their approach routes must remain clear. Furniture, waste, cabling or temporary works can make a suitable escape route unusable.

The areas above and below the hatch require particular control. The cover needs space to open fully, and occupants need room to leave the opening safely.

External obstructions also matter. Vehicles, planters, market stalls, scaffolding and pavement works should not block the hatch or onward route.

The clear zone should be recorded in the building’s management information. Employees, security teams, cleaners and contractors should be familiar with it.

Fire risk assessments and responsible persons

Under the Regulatory Reform (Fire Safety) Order 2005, the responsible person must arrange a suitable fire risk assessment for applicable premises. It should cover occupants, hazards, fire alarms, fire doors, emergency exits and escape routes.

The fire safety assessment must be kept current and reviewed regularly, including after significant changes. UK law does not impose one universal annual review date for every premises.

Changes to basement layout, occupancy, workplace activity, storage or security can affect whether there are enough fire exits and whether a hatch remains suitable.

The responsible person should keep fire safety information, arrange training and ensure that defects affecting fire exits or fire escapes are corrected promptly.

Inspection, testing and maintenance

A hatch used as an emergency exit must remain in efficient working order. Inspection frequency should reflect the environment, use and importance of the hatch within the escape route.

Checks should confirm that the route is clear, the cover is secure and the mechanism operates without excessive force. Hinges, gas struts, stays, frames and fixings should be inspected.

Where seals or fire resistant materials form part of the approved construction, their condition should also be checked. Repairs must not reduce the clear opening or fire performance.

Many duty holders combine frequent visual checks with scheduled operating tests. Records should identify the date, person, findings and remedial action.

Regular inspection can save lives by finding faults before an emergency. It also gives building owners peace of mind that a rarely used exit will open correctly.

Common specification and installation mistakes

One mistake is treating a fire escape hatch as a smoke outlet panel. The products can look similar but perform different fire safety functions.

Another is specifying only the overall cover dimensions. Frames, hinges and leaves reduce the clear opening available to occupants.

Late decisions about loading, waterproofing, drainage, paving and security can compromise emergency operation. These details should be resolved before manufacture.

Poor installation can distort a frame, obstruct a hinged or sliding component, cause leaks or prevent full opening. Commissioning should verify operation, locks, stays and the escape route.

Can a hatch be the only means of escape?

It may be acceptable in limited circumstances, but it should not be assumed. Building use, occupants, travel distance, route protection and Approved Document B all need consideration.

For public or higher-occupancy spaces, a ladder or steep stair may be unsuitable as the only fire escape. A competent fire engineer and building control should review the arrangement.

A rating may be required where the hatch forms part of a fire-resisting floor, roof, compartment or protected route. The Approved Document B strategy should state the performance.

Where a hatch opens directly outside and is not within a fire-resisting boundary, the requirements may differ. Nearby openings, materials, flames and smoke still need assessment.

Security is possible, but it must not prevent immediate escape while the premises are occupied. The internal release should not depend on a key, code or specialist knowledge.

Security, access control and emergency use should be coordinated. A hatch that remains locked during a fire cannot perform as an effective fire exit.

Building regulations and building control approval may be required where a hatch affects structure, fire safety or means of escape. Planning permission may apply to listed buildings or sensitive streetscapes.

Work in a public pavement may require separate highways consent. Approval requirements should be checked before manufacture or site work begins.
